Kaipara District Private Plan Changes

B&A were engaged to prepare and manage three private plan change (PPC) requests within the Kaipara District. These included:
PPC 82 by Moonlight Heights Limited rezoned a 39.2 hectare site from Rural Zone under Kaipara District Plan to Residential Zone, with a bespoke Awakino precinct provisions and plan.
PPC 83 by The Rise Limited rezoned 56.9 hectare of land at Cove Road and Mangawhai Heads Road from Rural to Residential. This included the creation of a Precinct over top of the Residentially Zoned land with core provisions to protect ecological features, promote high-quality urban design, and provide open space and connectivity.
PPC 84 by Mangawhai Hills Limited rezoned and modified planning provisions on 218.3 hectares of land in Mangawhai. The key features of the plan change were to rezone 218.3 hectares of land between Tara Road, Cove Road, Moir Road, and Old Waipu Road in Mangawhai, and the creation of a Mangawhai Development Area with core provisions. This protects ecological features, promotes high-quality urban design, and provides open space and connectivity.
The PPCs all sought a significant rezoning request from Rural to Residential to increase urban development within the Kaipara District.
These projects included planning due diligence, consent strategy, urban design, project managing a team of multi-disciplinary consultants, preparation and management of PPC applications, and presenting evidence at a hearing on behalf of the applicant. All plan changes are now operative with the next phases of consenting underway.
